New Deal for Disabled People
CRSP led a consortium to evaluate the New Deal for Disabled People. The New Deal for
Disabled People is a voluntary programme designed to assist people
with disabilities and health conditions enter sustained employment.
It is a key part of the Government's welfare to work strategy. A
network of around 60 Job Brokers was established to deliver
the programme to incapacity benefit recipients and to employers.
Job Brokers are a mix not-for-profit, private and public sector
organisations who bid to cover specific geographical areas.
The evaluation was a large scale project and involved a mix
of qualitative and quantitative methods including qualitative research
with Job Brokers, participants and Jobcentre Plus staff, surveys
of participants, Job Brokers and the eligible population, and research
with employers. Most of the fieldwork for the evaluation incorporated
a longitudinal dimension. The evaluation also included an impact
assessment and a cost benefit study.
The evaluation has lead to the publication of several reports. Selected key findings from the evaluation are:
- Between July 2001 (when NDDP was launched nationally) and March 2005, 146,340 people had registered with NDDP. Participants are more ‘job ready’ than members of the eligible population – they are more likely to be male, younger, on an incapacity benefit for a shorter duration, less likely to have a mental health condition and more likely to have musculo-skeletal problems than the Incapacity Benefit population as a whole.
- The longitudinal design of the evaluation reveals that:
- Job Brokers are not dealing with a ‘static’ client group – for instance, clients’ perceptions of their barriers and bridges to work change over time.
- Relations between Job Brokers and local Jobcentre Plus offices have improved over time – for example, Job Broker staff said Jobcentre Plus advisers had a better understanding of the service they provided.
- The Job Brokers as organisations have continued to evolve, such as by increasing the use of specialist workers especially for delivering in-work support to participants.
- Up to March 2005, 56,829 participants (39 per cent) had moved into paid work, with 70 per cent doing so within three months of registering with a Job Broker. The main factors affecting the likelihood of participants obtaining jobs were: Job Brokers’ characteristics and activities, participants’ characteristics and region.

Policy Research Unit at the University
of York; and the Urban
Institute in Washington, D.C.. The consortium was also supported
by an Advisory Group of academics and representatives of the voluntary
sector chaired by Professor
Robert Walker. The consortium was led by Professor Bruce Stafford (CRSP).
