The evaluation of Education Maintenance Allowance was the largest
single evaluation ever funded by the Department for Education and
Skills and was undertaken by a consortium of organisations, led by the
Centre for Research in Social Policy (CRSP). EMA is designed to
increase participation, retention and achievement in full-time post 16
education by providing young people from less affluent families with
financial incentives. EMA pilots began in 15 Local Authority Areas in
September 1999 and, following evidence from the evaluation of their
success in increasing participation, was rolled out nationally in
September 2004.
The EMA evaluation had a number of different elements. This report
presents findings of the third and final annual report of the evaluation
of EMA in Leeds and London. EMA was allocated differently in the first
year in these areas than in the other pilot areas and for this reason
they were not included in the main evaluation. A smaller evaluation
was undertaken in Leeds and London based on the following
methods: analysis of LEA administration records on applications and
awards of EMA; analysis of careers service data on the destinations of
young people after finishing compulsory education; and qualitative
case studies in schools and colleges.
